Distributed photovoltaic power stations differ from large-scale ground-mounted photovoltaic power stations in the following aspects:

1. Project Location

Large-scale ground-mounted photovoltaic (PV) power plants are typically located in suburban areas or remote deserts and hilly regions. Distributed PV, on the other hand, emphasizes on-site consumption and is generally located in industrial plants, commercial buildings, agricultural facilities, municipal and other public buildings, remote agricultural and pastoral areas, and islands. Distributed PV power plants involve more complex issues in project site selection and agreement signing, requiring consideration of factors such as the integrity of the building owner, the safety and lifespan of the building, and the risk of default.

2. Electricity Price

Large-scale ground-mounted power plants adopt three regional benchmark electricity prices (centralized purchase and sales model): 0.90, 0.95, and 1.0 yuan/kWh.

For both self-consumption and reverse-feeding of distributed photovoltaic (PV) power, a subsidy of 0.42 yuan/kWh is provided. The self-consumption of distributed PV power is calculated based on the grid sales price plus 0.42 yuan/kWh; the reverse-feeding of distributed PV power is purchased based on the local desulfurization electricity price (approximately 0.35-0.45 yuan/kWh) plus 0.42 yuan/kWh. The subsidy funds for distributed PV projects are transferred from the grid company to the power generation project. Investors can choose to invest in distributed PV in industrial parks with higher grid sales prices.

3. Project Process

The project process for large-scale ground-mounted power stations in most provinces involves obtaining permits, feasibility study reports and reviews, obtaining supporting documents, project approval, and construction commencement.
