1. Current Meter Reading and Billing Methods for Public Utilities and Their Drawbacks With the continuous progress of society, public utilities have also developed significantly. The consumption of water, electricity, gas, and heat—essential for daily life—is increasing daily as people pursue a higher quality of life, and their demands are also rising. This presents new challenges to the traditional management methods of metering and billing for public utilities such as water, electricity, gas, and heat. Currently, the metering and billing management of water, electricity, and gas in China mostly adopts the method of meter readers from management units visiting households to read meters and collect bills manually. This billing method has many drawbacks. For users, their lives are often disturbed by strangers, while for meter readers, they need to run up and down stairs and often encounter closed doors; in addition, criminals take advantage of this to impersonate residents and commit robbery, which can easily lead to social security problems; moreover, with the rise in water, electricity, and gas prices and the increase in consumption, theft of water, electricity, and gas by users occurs frequently; furthermore, the problems of difficulty in collecting fees and delayed payments by management units are becoming increasingly prominent. With the deepening of management system reforms, public utilities are gradually shifting from state subsidies to an independent operation and profit-and-loss responsibility model. The various drawbacks of manual meter reading and billing have become increasingly apparent, leading to a decline in the economic efficiency of public utilities and even serious losses. For example, the differential rate in the national gas industry is as high as 20%, and even higher in Tianjin at 40%. In response to the drawbacks of manual meter reading and billing, a coin-operated automatic billing method appeared briefly in some areas. This management method used coins, so some people counterfeited tokens similar in size and weight to coins (such as ice), causing serious economic losses to the billing units. Because this billing management model was insecure, it did not develop further. 2. IC Card Smart Meter Management System Principles: IC card prepaid smart meters, water meters, and electricity meters are new types of prepaid metering instruments developed in the last decade or so. Their design principles are basically the same; only the sensors, valves, and switches differ depending on the purpose of the meter. Generally, they consist of a metering sensor circuit, a low-power microcontroller, a low-power valve, a voltage testing circuit, an anti-theft gas circuit, and a flow monitoring component. It features precise counting, function card transmission medium function, automatic valve processing function, illegal operation processing function, undervoltage processing function, power failure processing function, data download function, data display and sound prompt function, etc. 3. Management System Operation Flow : • The management department installs IC card meters for users. • The IC card meter management system software logs in user information and completes new user account opening. • The management department creates user cards for users through a reader/writer, writing necessary operating parameter information. • Users insert their user cards into their IC card meters, transmitting operating parameter information to the IC card meters, and simultaneously writing data back from the IC card meters to the user cards. • When certain conditions are met, the IC card meter closes its control switch, allowing users to use the corresponding energy (water, electricity, gas, heat). When conditions are not met, the IC card meter opens its control switch, preventing users from using the corresponding energy. • Users take their user cards to the management department to pay and recharge. The IC card meter management system reads the information written back from the IC card meters into the system for settlement analysis through the IC card reader/writer, and simultaneously transmits the new operating parameters to the user cards. • The user inserts their user card into the IC card meter again to regain the right to use the corresponding energy. 4. Billing Management Methods: • Prepaid Method: Users must pay the fee to the management department before obtaining the right to use a certain amount of energy, which is entered into the IC card meter via the user card. • Payment Method: Users can first obtain the right to use a certain amount of energy, and then use their user card to bring the usage information back to the management department for settlement and payment. • Emergency Debt Status: When the control switch cuts off the user's use of the corresponding energy, if the user cannot immediately go to the management department to pay the fee, they can close the control switch in some way to temporarily restore the right to use the corresponding energy. 5. Advantages of the IC Card Smart Meter Prepaid Management System Through years of technological improvements and innovations by numerous IC card manufacturers, IC card technology has become increasingly mature and its application is becoming more and more widespread. IC card prepaid meters have basically solved the problem of difficult billing. At the same time, with the progress of the times, the enhancement of residents' democratic awareness, and the improvement of living standards, there is also a demand to change the outdated door-to-door meter reading and billing methods of the past. The promotion and application of IC card technology has fundamentally solved the above problems, taking into account the interests of both enterprises and users. For gas, water, and electricity companies: First, it solves the problem of difficult meter reading at home; second, it solves the problem of difficult collection of payments; and third, it resolves disputes between companies and users. For users: First, it eliminates the inconvenience of meter readers and the need for appointment scheduling; second, it provides freedom in water, electricity, and heating usage; and third, it eliminates the constraints of localized charging methods. This benefits users, reduces the burden and numerous difficulties on companies, simplifies operating procedures, promotes social development, improves the quality of life for the people, and reduces the economic costs for companies.
