Strengthen research on the standardization of structural design, connection methods, process technology, and integrated installation of power lithium-ion batteries, formulate mandatory coding standards for power lithium batteries as soon as possible, link the traceability system with the management of new energy vehicle product announcements, ensure the recording of information throughout the battery's entire life cycle, and improve the convenience and accuracy of testing and evaluation.
Second, we will increase research and development of key technologies for battery recycling and reuse.
We will intensify our efforts to tackle key technologies related to the dismantling, reassembly, testing, and lifespan prediction of spent lithium-ion batteries, improving their technological maturity and the safety of the production process. Simultaneously, we will enhance the automation level and recycling efficiency of battery dismantling, reassembly, and recycling technologies to make the recycling and reuse of power lithium-ion batteries both economically feasible and safe.
Third, formulate and implement reward and punishment measures for the recycling of power lithium batteries.
Formulate detailed rules for the incentive implementation of power lithium-ion battery recycling and reuse, and establish a reward and punishment mechanism. For example, penalize companies that fail to fulfill their responsibilities and obligations in accordance with recycling policies, subsidize battery recycling companies and battery reuse companies based on the number of battery sets and capacity, implement tax incentives, and ensure the economic viability of recycling and reuse companies; for consumers, a system of deposits and rewards can be adopted to cultivate consumers' awareness of power lithium battery recycling.
Fourth, we encourage pilot projects and the widespread application of innovative business models.
Actively innovate business models and, after accumulating relevant experience, replicate circular economy development models with promotional value. Implement the construction of a recycling and reuse system for power lithium-ion batteries, and utilize subsidy mechanisms and preferential policies to enhance the enthusiasm of companies and consumers. However, prevent speculative companies from entering the industry solely for subsidies, thus forming a fair and healthy competition mechanism conducive to the healthy development of the industry.
