Abstract : This paper is structured into three main parts. The first part briefly introduces the research background and composition of the system, and based on this, studies the implementation functions of each subsystem, highlighting the key research areas of the system. The second part focuses on the hardware and software design and real-time video transmission scheme of the robotic arm-based remote monitoring system. It discusses the design and implementation of the control module and video monitoring module in the robotic arm remote control system, and includes some key code snippets. The server-side and client-side programs adopt the C/S model commonly used in remote monitoring for real-time data acquisition, processing, transmission, and control. The video processing scheme uses the mature and easily implemented MPEG-4 video encoding standard. The third part presents a block diagram of the system's application and summarizes its advantages. The system has achieved good test results in practical applications.

1. Overview
Since Ken Goldberg established the first Internet-based remote-controlled robot system, the Mercury Project, in 1994, computer video surveillance systems have become a cutting-edge and hot topic in the field due to the rapid development of computer, network, and multimedia technologies. One of the core aspects of this technology is ensuring the real-time nature of remote monitoring. This paper discusses the research and implementation of a remote monitoring system based on a GRB four-degree-of-freedom robotic arm.
