With the continued boom in the consumer electronics market, the lithium-ion battery market is developing rapidly, with its application scope and quantity constantly expanding, and the energy of individual batteries increasing. However, the frequent reports of lithium battery safety incidents have also led to increasing public concern about the safety of lithium batteries.

Although numerous international and domestic standards have set forth requirements for lithium battery safety, such as lithium battery transportation requirements (UN38.3), mobile phone battery specifications (GB/T18287-2013), and portable sealed lead-acid battery safety requirements (IEC 62133: 2012/EN 62133: 2013), these standards are not nationally mandatory (e.g., UN38.3 only applies to the transportation sector). my country has been actively developing mandatory international standards for lithium battery safety requirements.

Proposed by the Ministry of Industry and Information Technology of the People's Republic of China and under the jurisdiction of the China Electronics Technology Standardization Institute, it was released on December 5, 2014, and will be implemented on August 1, 2015.

Effective from the date of this notice, the Safety Laboratory of the China Electronics Technology Standardization Institute (CESI Laboratory Safety Office) will begin accepting safety certification applications for lithium-ion batteries and battery packs used in portable electronic products using the new implementation rules and certification standards. Companies can submit certification applications through the ESI website.

According to GB/31241-2014 "Safety Requirements for Lithium-ion Batteries and Battery Packs for Portable Electronic Products," all lithium-ion batteries and battery packs used in "portable electronic products weighing no more than 18 kg and intended to be frequently carried by the user" must comply with the mandatory requirements given in the standard. The portable electronic products to which the standard applies include, but are not limited to, portable office products such as laptops and PDAs; mobile communication products such as mobile phones, cordless phones, Bluetooth headsets, and walkie-talkies; portable audio-visual products such as portable televisions, portable DVD players, MP3 players, camcorders, and camera voice recorders; and other portable products such as electronic navigators, digital photo frames, game consoles, e-readers, and power banks. According to the original text of the standard, "the portable electronic products listed above do not include all products; therefore, products not listed are not necessarily outside the scope of this standard." This means that lithium-ion batteries and battery packs used in future wearable electronic products may also need to meet the requirements of this standard.
