Ten elements for preventing power communication network accidents

1. The rules of the power communication system network must be synchronized with the rules of the primary power grid system to meet the needs of power grid development.

2. The power grid dispatching agency must establish two or more independent communication transmission channels with the next-level dispatching agency within its dispatching scope, as well as with substations and large (medium) power plants.

3. Two sets of relay protection devices on the same line and two sets of safety automatic devices in the same system that directly affect the safe and stable operation of the power grid should be equipped with two independent communication devices and powered by two independent communication power supplies. The two sets of communication devices and communication power supplies should be completely isolated physically.

4. When relay protection multiplexing interface equipment transmits permission command signals, it should not, in principle, carry rock extensions to prevent relay protection from tripping when the system power reverses.

5. The transmission of real-time dispatch automation business information between power dispatching agencies and substations and large (medium) power plants should have both network and dedicated line channels, and the network channel and dedicated line channel should use different physical channels.

6. Communication optical cables or electrical cables in power dispatching agencies, communication hubs, substations, and large (medium) power plants should be laid entirely in conduits, and, where possible, cables with different routes should be used to enter the communication equipment room and main control room. Communication cable trenches should be separated from primary power cable trenches. If this is not feasible, effective isolation measures such as internal partitioning of the cable trench should be implemented.

7. Communication equipment should have an independent dedicated DC power supply system (battery power supply time should generally be no less than 4 hours). Diesel generators should be provided in areas with weak power supply or important communication stations. It is not permitted to use the plant's DC power system to supply power to communication equipment via inverter.

8. Communication equipment (including communication power supply systems) in power grids or power plants should have a complete communication monitoring system and necessary audible alarm devices.

9. The lightning protection and overvoltage protection capabilities of communication equipment (including power supply equipment) shall meet the requirements of the "Regulations for Lightning Protection Operation and Management of Communication Stations in Power Systems".

10. To ensure uninterrupted communication circuits in the event of natural disasters, communication equipment should have effective shockproof measures.
